Who must comply

Acute inpatient hospitals with an active MassHealth (Medicaid) acute hospital contract in Massachusetts. Trigger is receipt of MassHealth acute hospital payments — NOT a revenue or emissions threshold. Staffing firms, outpatient clinics, and ASCs are excluded. Campus-level boundary: each campus listed on the hospital's DPH license reports separately. Off-campus outpatient satellite sites are explicitly excluded from scope.

What you must disclose

Annual Scope 1 + Scope 2 GHG emissions report. Scope 1 includes: (1) onsite fuel combustion, (2) ANESTHETIC GASES — isoflurane, sevoflurane, desflurane, nitrous oxide, CO₂, N₂/O₂ blends [this is the healthcare-specific item generic carbon tools frequently omit — anesthetic gas is Scope 1 fugitive clinical emission, NOT Scope 3 purchased gases], (3) fleet vehicle gas and diesel. Scope 2: purchased electricity and energy. Scope 3: NOT required. Report must be verified by an EOHHS-approved third-party validator (e.g. DNV) before submission to MassHealth via the EOHHS portal. The report is attested under pains of perjury.
