Packaging EPR compliance

Packaging EPR fees are now a line item. We’ll get you reporting.

Extended producer responsibility reporting across U.S. states and Canadian provinces, managed end to end. We confirm where you’re obligated, build your packaging dataset, and prepare every report for submission on time.

The 60-second explainer

Seven states. Nine Canadian jurisdictions. One packaging dataset.

What EPR is. Extended producer responsibility laws make the companies that sell packaged goods pay for collecting and recycling that packaging. Brands register with a producer responsibility organization (PRO), report the type and weight of the packaging they sell into each jurisdiction every year, and pay fees based on those numbers.

Where it applies. California, Colorado, Maine, Maryland, Minnesota, Oregon and Washington have packaging EPR laws. In Canada, nine provinces and territories require producer reporting. The EU’s new packaging regulation has applied since August 2026.

Who’s on the hook. Usually the brand owner, wherever it’s headquartered. Obligation follows where your products are sold. Exemption thresholds vary: California exempts companies under $1M in California sales, while other states set thresholds of $2M to about $5.6M in total revenue.

What it costs. Fees are set per material and per pound, with credits for recyclable packaging and charges for hard-to-recycle formats. California adds charges on plastic, including one based on the number of plastic components. Penalties for not complying reach $50,000 a day in California.

What Greenplaces does

From obligation to submission-ready reports.

01 · Assess

We determine where you’re obligated

We review each legal entity and brand against every jurisdiction’s producer rules and exemption thresholds, then document the analysis for your counsel. You get an obligation memo per entity, a data readiness assessment, and a reporting calendar built back from each deadline.

02 · Build

We build one packaging dataset

We collect packaging specifications from your systems and suppliers, then map every component to each jurisdiction’s material categories. Weights are calculated and allocated by state and province from your sales data. Every assumption is documented for audit, and the dataset is built to reuse next year.

03 · Report

We prepare every report for submission

We handle registration support, populate each jurisdiction’s report, and walk your team through the results before anything goes in. Your authorized representative submits. After filing, we reconcile PRO invoices against what was reported and support you through audits.

Then: lower the bill. Fee forecasting and scenario modeling show what lighter, simpler or more recyclable packaging would save over three years, before you change a single pack. Source reduction planning is available for brands with requirements in California, France, Spain or the EU.

Common questions

What people ask us first.

We’re not based in any of these states. Does this still apply?

Probably. EPR obligations follow where your packaged products are sold, not where you’re headquartered. California, for example, counts a sale as happening in the state when the product is delivered there. We confirm your obligations entity by entity during the assessment.

Can you file our reports for us?

We do everything up to the submit button. Most U.S. programs require your company’s authorized representative to submit and attest to the report. We prepare the reports, can enter data in the PRO portal where it’s permitted, and walk you through the results before you submit.

When do we need to start?

Most U.S. and Canadian reports are due around May 31 for the prior calendar year. Collecting packaging data from systems and suppliers takes months, so most brands start the fall before. Registration deadlines in several states have already passed, and registration carries its own penalties.

Can we reduce what we pay?

Yes. Fees depend on material, weight and recyclability, so packaging changes move the number. We model fees for your current packaging and for alternatives such as lightweighting, removing components or switching materials, and we flag bonus programs that can cut fees further.

EPR reports are due May 31, 2027. Start with your data.

30-minute strategy call. We’ll map where you’re obligated, check what packaging data you already have, and outline a path to on-time reports. No cost, no commitment.
