What it is
Thailand's Securities and Exchange Commission (SEC) "Climate-First" ISSB Adoption Roadmap implements phased mandatory sustainability disclosure under IFRS S1 and S2, beginning with climate-first IFRS S2 only for five years.
Larger companies lead the transition with reliefs including delayed Scope 3 and extended filing windows, supporting regional alignment and investor transparency within Thailand's Form 56-1 One Report.
Who must comply
Applies to public companies listed on the Stock Exchange of Thailand, structured into market-cap cohorts (SET 50, SET 100, SET Main Board and MAI). Rollout runs from SET 50 in FY2026 through to MAI-listed companies, REITs, infrastructure funds and trusts in FY2030.
What you must disclose
Entities must provide full IFRS S2 climate disclosures covering governance, strategy with scenario analysis, risk management, and metrics and targets, including mandatory Scope 1 and 2 GHG emissions and Scope 3 phased in after the first two years. Disclosures are integrated with financial statements and filed within Form 56-1 One Report via the SEC electronic portal, with limited assurance on GHG data by TGO-registered or accredited verifiers.
Timeline
Introduced via SEC consultation in October 2024, with the consultation closed and final rules expected in 2025 (last modified December 2024).
Reporting begins with SET 50 companies in FY2026, SET 100 in FY2027, all remaining SET Main Board issuers in FY2029, and MAI-listed companies, REITs, infrastructure funds and trusts in FY2030. A climate-first IFRS S2-only approach applies for the first five years, with Scope 3 phased in after the first two years.
